Common UNC 3/8 is 16 TPI, meaning your thread depth is 1/16″, so you need 3/8″ less 1/16″, which would be 5/16″. A letter O drill is slightly oversize, which would probably work quite well. If it’s UNF 3/8 24TPI, you need 1/24″ smaller drill, which means a 0.3333″. 21/64″ would be slightly under, 11/32″ slightly over.
