Why is GTA 4 the worst?
Folks, GTA IV has many problems – it is repetitive, poorly implemented, riddled with design flaws, awkward, glitchy, hyper-realistic and overall grey. However, I still appreciate the scale of Liberty City, it is perhaps the most ambitious game world until GTA V.

Although GTA 5 is a lot better than GTA 4 in terms of graphics, I would not consider that an advantage as GTA V was released 5 years after GTA 4 and obviously the graphics had to be better. But the jump in graphics which GTA 4 made from San Andreas was way bigger than GTA 5 made from GTA 4.
